Compress to a band,
not to a number.
A portal that wants 50 KB to 300 KB will reject your 40 KB file as firmly as your 400 KB one. Every other tool gives you a ceiling and lets you sail under it. This one searches for a size inside the band and stops there.
It will tell you when it cannot help.
Compression that quietly makes your document unreadable, or quietly makes it more likely to be rejected, is worse than compression that refuses. These four sentences are the ones the application actually prints — the interface is not allowed to invent its own.
There is no setting that turns the last one off. Returning mush silently is the failure this tool exists to avoid.
Every number carries its source.
We checked the numbers other tools publish for these portals. They are wrong about as often as they are right, because they are copied between sites rather than read from the authority. So each preset says where it came from, and the ones we could not verify say that loudly rather than quietly.

A portal gets a preset when somebody has read the authority’s own notice. Until then it does not appear here, however much traffic the search term would bring.
